NA Body approves National Skills University Bill 2017

ISLAMABAD: National Assembly(NA) Standing Committee on Education Thursday approved the “National Skills University Bill 2017” to be established in Islamabad.

The committee meeting was held at National Institute of Science and Technical Education (NISTE) under the chairmanship of MNA Dr Amirullah Marwat that was also attended by the MNA’s Shahab ud Din Khan, Waheed Alam Khan, Shaistan Pervaiz, Asiya Naz Tanoli, Rida Khan, Amra Khan, Phyllis Azeem, Hamid Hameed, Surriya Asghar, Surriya Jatoi, Dr Shazia Sobia, Shahida Rehmani, Dr Imran Khatak, Dr Nikhat Shakeel Khan, Shahida Akhtar Ali, Sardar Kamal Khan Bangulzai, Dr Khalid Maqbool Siddiqui, Federal Minister for Education, MNA Zulifqar Ahmad Bhatti, Chairman NCHD, VC Bacha Khan University, VC Sargodha University, and other officials.

The body was informed that NISTE an institution of technical and vocational training would be converted into the Skill University and its employees would also be given option whether they will join civil service or work under the rules of university.

Chairman of the body said that after Islamabad the skill universities would be established in the provinces to equip youth with skills.

The body also decided that the selection of Vice Chancellor of Skill University would be finalized by a federal search committee working under the chairmanship of Minister for Education Mohammad Baligh u Rahman.

It was informed the body that in Khyber Pakhtunkhwa and Punjab the selection of VC’s were also done by their search committees.

Earlier, the committee took strict action against the illegal induction of employees in the Bacha Khan University and directed its VC Dr Saqlain to take action in this regard.

VC Bach Khan University told the body members that the university management had already removed the illegal employees.

MNA zulifqar Bhatti said that VCs of the universities are powerful and they do not follow the orders of the standing committees.

He said that we have to change the rules of Higher Education Commission (HEC) and need to take strict action against the mismanagement of the university’s VC.

Chairman of the Body said that Bacha Khan University has projected the negative image by killing of Mishal Khan adding that the irony is that management who was involved in the killing were still working in the university.

Baligh u Rahman said that government was establishing universities at district level and remote areas were being given preference in this regard.

HEC, he said has closed many universities opened in two rooms and were not meeting its criteria.

He said that HEC would not compromise on quality of education while opening of new campuses.
