ISLAMABAD: Senate Functional Committee on Problems of Less Developed Areas on Friday took a serious notice for not implementing recommendations of sub-committee formed to resolve issues of National Commission on Human Development (NCHD).
The committee directed chairperson NCHD to take immediate action on their suggestions and submit report to the committee within one month.
Chairing the committee, which met here on Friday, Senator Mohammad Usman Khan Kakar directed Ministry of Federal Education and Professional Training, Ministry of Finance and administration of NCHD to take joint steps for resolving budget, employees salaries and arrears issues on priority.
He said it is unfortunate that more than 3,00,000 children of marginalized areas of the country are getting education under NCHD but unfortunately its teachers are paid only Rs. 4,000 to Rs. 8,000 which is ridiculous if compared with income of other government schools teachers.
“The senate committee recommended that minimum pay of NCHD teachers should not be less than Rs. 15,000 but it is not considered by the concerned department”, he said.
Pointing out that the sub-committee suggestions, he informed the participants that the sub-body thoroughly reviewed problems of NCHD and recommended that no contract employee would serve at key position.
New contracts should not be issued to employees after expiry of their contract period, he said adding, the body also suggested to sort out issues of salary and pay fixation but not a single one is implemented yet.
Besides that it is also asked for transfer posting orders of NCHD employees issued in last 70 days should be reversed.
The committee asked to implement court orders for paying arrears to the employees and directed to provide Rs. 1.5 billion to the commission for clearing their dues pending since 2013, adding that salaries should be regularly given to employees.
The committee was attended by Senator Sardar Mohammad Azam Khan Musakhel, Senator Gianchand, Senator Mrs. Rubina Irfan, Senator Kabir Ahmed Mohammad Shahi, Senator Nisar Mohammad, officials of NCHD and Ministry of Finance.
