Quetta: The Balochistan Healthcare Commission (BHC) has launched a formal investigation into the alleged child mix-up at a private nursery in Quetta, with its initial findings released by Chief Executive Officer Dr. Noor Muhammad Qazi.
On January 7, 2026, reports surfaced on social media alleging the misidentification and exchange of children at Al-Shifa Nursery in Quetta, triggering widespread public concern. Given the sensitive nature of the case and its direct link to child safety, the BHC deemed immediate regulatory intervention necessary.
Dr. Qazi confirmed that a special inspection team conducted an on-site review of Al-Shifa Nursery on January 8, 2026, under the provisions of the Balochistan Healthcare Commission Act, 2019.
Multiple regulatory violations were identified that the nursery’s management was issued a formal notice of registration cancellation.
Orders were passed to seal the facility, which has now been officially closed.The management has been directed to appear before the Commission for a legal hearing.
Dr. Qazi emphasized that the BHC Act, 2019 mandates strict oversight of all healthcare-related institutions across the province to ensure compliance with licensing, quality standards, and safety protocols. He reiterated that no compromise will be tolerated in matters of child protection, public health, or parents’ trust.
The enforcement notice issued to Al-Shifa Nursery details the grounds for regulatory action and highlights the specific legal requirements that must be fulfilled. While the initial report has been released, Dr. Qazi confirmed that a comprehensive investigation report will follow soon.
Reaffirming the Commission’s stance, Dr. Noor Muhammad Qazi added that the BHC will continue its crackdown on unregistered, substandard, and non-compliant nurseries and healthcare institutions across Balochistan to ensure child safety, protect public health, and maintain institutional discipline.
