Sukkur: The Sindh Information Commission on Monday organized an awareness seminar at Arts Council Sukkur to sensitize designated officers of government departments on their responsibilities under the Sindh Transparency and Right to Information Act. 2016.
Addressing the seminar. Senior Commissioner of the Commission. Muhammad Saleem Khan. said the first Information Commission in Sindh was established in 2017 under the RTI law. He said the Commission is constituted for a three year term and comprises a Chief Commissioner and two Commissioners. assisted by an Executive Director.
He informed that the Commission has already conducted inspections of various public bodies including Sehwan Development Authority and Sindh Services Hospital. He said the Commissioners and Executive Director remain available to both the public and government officers for guidance.
He said the Right to Information is a legal right of every citizen and the Sindh Information Commission is an independent. autonomous body empowered to exercise the powers of a civil court.
Speaking on the occasion. Commissioner Noor Muhammad Dayo said all designated officers are bound to register applications filed by citizens seeking information and to respond within 15 days as per law. with an additional 10 days allowed on valid grounds.
“Designated officers represent the Government of Sindh. The RTI Act provides a legal mechanism to ensure good governance and transparency. ” Dayo said.
He warned that in case of a complaint against a designated officer for denial of information. the Commission has the authority to impose penalties and take legal action after inquiry. Strict action can be taken if an officer fails to provide record. furnishes incorrect information. conceals facts or destroys record. he added.
Every citizen has the right to seek information regarding public welfare projects. expenditures and utilization of funds. he said. adding that transparency must be visible in every department and record-keeping must be improved.
Dayo urged officers to deal with information seekers with courtesy and positive attitude and to study the law and guidelines in detail.
Executive Director Zulfiqar Sheikh also addressed the seminar and highlighted the objectives and importance of providing accurate. complete and timely information to the public.
On the occasion. the performance of various departments. particularly the Police Department. in providing information under the RTI law was appreciated.
