Sindh Emergency Council reviews Rescue 1122 performance, approves key measures

Karachi: The Sindh Emergency Council, Wednesday, approved Rs30 million as compensation for the families of martyrs of Rescue 1122, a 7 per cent salary increase and one-year extension in service of contract employees.



The sixth meeting of the Sindh Emergency Council, chaired by Adviser to the Chief Minister for Rehabilitation Department and Chairperson of the Council, Giyan Chand Essarani, decided to forward the matters related to establishing new satellite stations, group health insurance, pension and commutation schemes for Rescue 1122 employees to the provincial cabinet, said a statement issued here.



The council approved Rs30 million as compensation for the families of Rescue 1122 personnel who had died in the line of duty. The meeting also approved a seven per cent salary increase for Rescue 1122 employees in line with the Sindh government’s budgetary decision and decided to approach the Finance Department regarding the Ad-hoc Relief Allowance.



Additional funding was recommended for operationalizing new district stations, revised salaries, scuba and water-rescue equipment, vehicle shades and signboards, vehicle registration and petroleum products.



The council decided to forward proposals for group health insurance, pension and commutation schemes for Rescue 1122 employees to the provincial cabinet for further consideration, with the relevant financial and legal matters to be discussed with the Finance and Law departments.



It approved a one-year extension of contracts of employees, while deciding that low-performing employees would receive a one-year extension with a warning and personnel who had failed training modules would be sent for refresher training.



The council retained the 15 per cent reappropriation powers currently vested in the Director General Rescue 1122 and directed that details of the utilization of the service’s 2026-27 budget be submitted.



Director General Rescue 1122 Brig. (retd) Wajid Sibghatullah Mahar briefed the meeting on the service’s overall performance, emergency response, command and control centers, rescue operations, training activities and operational requirements.



The meeting was informed that Rescue 1122 had provided more than 1.33 million medical emergency services since its establishment. Its teams had conducted 1,822 highway rescues, 720 water rescues, 5,264 fire-related operations and 169 operations following building collapses, while saving 5,238 lives. The service was receiving more than 10,000 calls a day and currently had a fleet of 149 vehicles and a workforce of 1,723 personnel.



The meeting authorized the Consultants Committee to recruit an IT and Communication Specialist on a temporary basis and take a decision in accordance with the rules. Matters relating to the operationalization of rescue services in Shikarpur and Matiari, distribution of 35 fire rescue tenders and transfer of three heavy-duty vehicles to Rescue 1122 were also discussed.



The council endorsed the minutes of its previous meeting and reviewed Rescue 1122’s community training, fire safety audits, Gender-Based Violence (GBV) Desk and anti-rabies campaign, among other services.



Secretary Rehabilitation Rafiq Mustafa Sheikh, Sindh Integrated Emergency Health Services Chief Executive Officer Lutf Mangi, SSP Special Security Unit Amir Niazi, Executive Director SMBZ/SMBBIT Karachi Prof Sabir Memon, DG PDMA Salman Shah, and senior officials from the Home, Health, Finance, Local Government and other relevant departments attended the meeting.
