KP cabinet committee reviews Mohmand Khasadar case, Mardan Ring Road land liabilities

Peshawar: A Khyber Pakhtunkhwa Cabinet Standing Committee on Wednesday reviewed implementation of a Peshawar High Court judgment regarding the absorption of former Khasadars of Mohmand district into the KP Police and examined financial liabilities arising from land acquired for the Mardan Ring Road (N.W.E. Bypass).



The meeting, chaired by Provincial Minister for Law, Human Rights and Parliamentary Affairs Aftab Alam, also considered other pending court cases and legal and administrative matters involving the provincial government.



Advisor to Chief Minister on Finance Muzzammil Aslam, Advocate General KP Shah Faisal Uthmankhel, senior officials of the Law, Planning and Development, Home and Tribal Affairs, Police and Communication and Works departments, representatives of the PHC, and officials of PKHA attended the meeting.



The committee reviewed the compliance report on the PHC judgment of April 16, 2024, in Writ Petition No. 4842-P/2023 and C.O.C No. 313-P/2024 concerning the absorption of former Khasadars of Mohmand district into the KP Police.



Officials briefed the committee on steps taken to implement the court directions, while the participants discussed the remaining legal and administrative requirements and the procedure for taking the matter forward.



In another meeting, the committee examined Writ Petition No. 8068/2026, Raza Khan Safi versus Province of Khyber Pakhtunkhwa, which had been clubbed with Writ Petition No. 7110-P/2026. The relevant authorities briefed the participants on the legal position and the proposed course of action.



The committee also reviewed the government’s financial liability relating to land acquired for the Mardan Ring Road (N.W.E. Bypass), including the decretal amount, court orders and other requirements linked to settlement of land acquisition claims.



Aftab Alam directed the concerned departments to ensure timely implementation of court orders and make tangible progress on pending legal matters instead of keeping them confined to official files.



He also directed that claims relating to land acquired for development projects be processed in accordance with the law, court judgments and legal vetting by the Law Department, while protecting the legitimate rights of affected landowners and the public interest.



The minister stressed better coordination among departments in government litigation to prevent unnecessary delays and legal complications.



He said all departments should ensure timely progress on matters falling within their respective domains in accordance with the law.
