Islamabad: Transparency International Pakistan (TI Pakistan) has released its 2026 assessment, ‘Right to Information in Practice: Assessing Proactive Disclosure in Pakistan,’ highlighting significant gaps in the implementation of proactive disclosure requirements by public bodies at the federal and provincial levels.
The assessment reviewed the official websites of 98 federal and provincial government departments and public bodies against the proactive disclosure requirements prescribed under Pakistan’s federal and provincial Right to Information (RTI) laws. The study assesses the extent to which citizens can access essential government information without having to file individual RTI requests.
According to the assessment, overall proactive disclosure compliance stood at 47 percent at the federal level, 59 percent in Punjab, 41 percent in Khyber Pakhtunkhwa, 31 percent in Sindh and 28 percent in Balochistan.
At the federal level, the assessment covered 14 ministries and departments. The Ministry of Finance, Revenue and Economic Affairs recorded 83 percent compliance, while the Ministry of Law and Justice scored 75 percent. At the lower end, the Ministry of Water Resources and Ministry of Maritime Affairs each recorded 22 percent compliance. The overall federal compliance was 47 percent.
In Punjab, 18 departments were assessed, with overall compliance recorded at 59 percent. The Environment Protection and Climate Change Department scored 83 percent, while the Health Department recorded 29 percent and the Board of Revenue 35 percent.
In Khyber Pakhtunkhwa, 22 departments were assessed and overall compliance stood at 41 percent. The Climate Change, Forestry, Environment and Wildlife Department recorded 72 percent, while the Directorate of Industries and Commerce and Labour Department each scored 7 percent.
Sindh recorded overall compliance of 31 percent across 25 departments. The Bureau of Statistics, Planning and Development Department scored 64 percent, while the Industries and Commerce Department recorded 11 percent.
