Karachi: Sindh Chief Minister, Syed Murad Ali Shah has approved the launch of the Facial Recognition Attendance Monitoring and Evaluation System (FRAMES), a landmark digital governance initiative aimed at strengthening transparency, accountability, and monitoring in the education sector.
The system will be rolled out in six districts of the province starting August 17, and will be expanded to the remaining districts in a phased manner. The decision was taken at a high-level meeting of the School Education Department held at the CM House and presided over by Chief Minister Syed Murad Ali Shah.
The meeting was attended by Education Minister Syed Sardar Ali Shah, Chief Secretary, Sindh Asif Hyder Shah, Secretary School Education, Zahid Abbasi, Principal Secretary to the Chief Minister (CM), Agha Wasif, Director General Monitoring and Evaluation, and other senior officials.
During the briefing, the Chief Minister was informed that the first phase of FRAMES would cover six districts, with one district selected from each division of Sindh. Minister Education Syed Sardar Shah told the CM that all teaching and
non-teaching staff in the selected districts have already been registered in the system and necessary preparations for implementation have been completed.
The meeting was told that FRAMES was a facial-recognition-based attendance and monitoring system designed to provide real-time verification of staff attendance. The application has been developed to function both online and offline, ensuring uninterrupted operations even in areas with limited internet connectivity.
Schools have been geo-tagged, while the system will record the arrival and departure times of teachers and other staff members, generating accurate and tamper-proof attendance records.
Chief Minister Murad Ali Shah described the initiative as a major reform in educational governance and directed the School Education Department to ensure its effective implementation. He said that teacher attendance remained a critical factor in improving educational outcomes and that technology must be used to strengthen accountability across the school system.
‘Every child has the right to receive quality education, and that requires teachers and school staff to be present and perform their duties effectively, ‘ the Chief Minister said. He added, ‘FRAMES will provide us with a transparent and reliable mechanism to monitor attendance, improve oversight, and support better decision-making. ‘
The Chief Minister instructed Secretary Education Zahid Abbasi to establish a robust support and monitoring mechanism during the initial rollout and ensure that school administrations receive all necessary technical assistance. He also directed that implementation in the six districts be closely monitored and regularly reviewed so that the system could be refined before its expansion across the province.
Murad Shah emphasised that the initiative was part of the Sindh government’s broader agenda of leveraging technology to improve governance and public service delivery. ‘This is not merely an attendance application; it is an important governance reform that will strengthen monitoring, improve institutional discipline, and enhance the overall performance of the education sector, ‘ he said.
Education Minister Syed Sardar Ali Shah told the meeting that the introduction of FRAMES represented a significant milestone in Sindh’s ongoing education reforms. He said the School Education Department was increasingly adopting technology-driven solutions to improve efficiency, transparency, and accountability.
‘The future of educational management lies in data-driven governance, ‘ the minister said. ‘FRAMES will provide accurate and real-time information that will help administrators make informed decisions, improve monitoring, and ensure better service delivery across schools. ‘
He added that extensive groundwork had been completed before the launch, including staff registration, geo-tagging of schools, and system testing. According to the minister, the department is fully prepared to commence implementation on August 17.
The meeting reviewed field preparedness, technical arrangements, deployment timelines, and support mechanisms for the first phase of implementation. Chief Secretary Asif Hyder Shah informed the Chief Minister that once the system was successfully operational in the six selected districts, it would be gradually extended to all districts of Sindh.
Concluding the meeting, the Chief Minister reaffirmed the Sindh government’s commitment to modernising the education sector through innovative digital solutions. He expressed confidence that FRAMES would help improve teacher attendance, strengthen monitoring and evaluation mechanisms, and contribute to delivering quality education to children across the province.
